TLDM - pemegang & pemecah rekod
NGPV – new generation patrol vessel – KD Perak memecah rekod kebangsaan (mungkin juga dunia) dari segi jangka masa ia disiapkan. Ditempah pada bulan Mac 2002 dan ditauliahkan pada bulan Jun 2009. Tujuh tahun tiga bulan menderita menanti kelahiran.
Harganya? Jangan dipersoal walaupun berlipat ganda. Tidakkah kapal selam Scorpene Malaysia juga jauh lebih mahal dari yang dimiliki negara lain? Kita telah dimaklumkan apa sahaja yang dimiliki Malaysia pasti mempunyai “ciri-ciri yang berbeza” dan “kemampuan tertentu”.
Saya terpanggil untuk menyentuh isu berbangkit setelah tersua kawan lama. Dia pun hairan kenapa banyak kapal yang ditempah TLDM tidak dapat disiapkan dalam jangka waktu yang ditetapkan. Kawan ini berkelana 5 tahun di Itali, dari 1981 hingga 1986, menunggu siapnya 4 buah kapal pencegah periuk api (MCMV) - KD Jerai, Kinablau, Ledang dan Mahamiru.
Ramai yang tidak tahu kenapa 4 buah kapal ini yang panjangnya hanya 51 meter dan berat 540 tan mengambil masa lama untuk di siapkan. Kita dimaklumkan kelewatan berpunca dari masalah teknikal. Namun, ada satu lagi sebab yang sudah dilupakan - kedangkalan pemikiran jurutera syarikat pembuat kapal. Dalam keghairahan mendapat durian runtuh dari kerajaan Malaysia, (win win situation?) orang Itali terlupa mengambil kira ketinggian kapal yang dibina sehinggalah tiba masa untuk membuat ‘sea trial’. Mereka tidak menjangka ‘mast’ kapal lebih tinggi dari jambatan yang merintangi sungai. Akhirnya kapal yang sudah siap terpaksa kembali ke limbungan untuk menanggalkan ‘mast’ dan dipasang balik setelah melalui jambatan. Macam cerita lawak dalam filem pula.
Insiden kelewatan menerima tempahan bukan bermula dan berakhir di situ.
Pada tahun 1966, TLDM yang masih dikenali sebagai RMN menempah sebuah kapal frigate dari ‘Yarrow Shipbuilders’ Scotland dengan “ciri-ciri yang berbeza” – lain dari yang lain.
Pada mulanya, kapal ini diberi nama KD Hang Jebat tapi setelah mengalami masalah berpanjangan, namanya ditukar kepada KD Rahmat. Menurut tafsiran Nujum Pak Belalang, nama Hang Jebat itulah punca petaka, sehingga enjin dan ‘switchboard’ silih berganti bermain bunga api.
Setelah mandi bunga dan bertukar nama, kegeringan Hang Jebat / Rahmat tidak juga sembuh sehingga kelahirannya terlewat 3 tahun. Cendekiawan yang ghairah meminta kelainan dari ‘Yarrow Shipyard’ terpaksa menerima hakikat bahawa kapal ‘prototype’ memang banyak penyakit. Akhirnya, KD Rahmat kembali ke tanah air persis Raja Laut yang gah di luar tapi sakit di dalam. Kapal frigate yang termodern di Asia Tenggara hanya bertahan sepuluh tahun memperaga pelancar peluru berpandu ‘kembar empat’ permukaan ke udara jenis ‘Seacat’. Pada tahun 1982, pelancar dan ‘director’ berhijrah ke muzuim. Tempatnya diganti dengan senjata konvensional.
Sewajarnya, TLDM belajar dari pengalaman dan tidak mengulangi kesilapan.
Semasa menghantar anak saudara ke Lapangan Terbang Subang pada awal tahun 1993, saya memberitahu bahawa dia akan balik ke Malaysia tiga tahun terlewat dari jadual. Tidak disangka gurauan menjadi kenyataan. Kapal frigate KD Hang Jebat dan Hang Lekiu yang ditempah pada tahun 1992 hanya belayar balik ke tanah air pada tahun 1999 – lebih tiga tahun terlewat. Kenapa?
“Ciri-ciri yang berbeza” yang diminta TLDM menimbulkan masalah. Difahamkan, ia berpunca dari apa yang di sebut sebagai ‘software integration problem’. Mujurlah Nujum Pak Belalang tidak lagi melatah seperti tahun 60an. Kalau tidak, sekali lagi nama Hang Jebat menjadi mangsa.
Sejak sampai di Malaysia pada tahun 1999, Jebat dan Lekiu yang dilengkapi dengan persenjataan modern masih belum menunjukkan kemampuan sebenar. Sehingga hari ini, hanya KD Jebat yang pernah menguji keupayaan (atau ketidakupayaan) peluru berpandu ‘Seawolf’. Rujuk (Hang Jebat and the white elephant).
Tidak lama lagi, rekod KD Rahmat yang hanya sekali menguji peluru berpandu permukaan ke udara jenis ‘seacat’ akan dilupuskan oleh KD Jebat dan Lekiu.
Apakah bentuk rekod yang akan dicipta oleh KD TAR, kapal selam yang mempunyai ‘ciri-ciri yang berbeza’ dan ‘kemampuan tertentu’?
Setakat ini, kita hanya dimaklumkan tentang kegagalan KD TAR menyelam. Di mana terperosoknya kecanggihan yang diwarwarkan oleh menteri pertahanan dalam soal jawab di parliament bulan Mei 2008? Kapal selam yang tidak boleh menyelam samalah juga dengan kapal terbang yang tidak boleh terbang.
Cuba teliti apa maksud Email yang baru saya terima, ‘copy & paste’ di bawah ini:
“regarding submarine, yang i tahu balik dari sana pun dah ada problem…. battery and others. Kerosakan akan berlarutan sekiranya tak ada maintenance. kos too high.. dgn budget yng dah dikurangkan”
Rakyat Malaysia - khususnya mereka yang masih percaya dengan cerita dongeng media perdana - merasa bangga kerana TLDM abad 21 sudah mampu memiliki kapal selam termahal dalam kelasnya.
Persoalannya, apakah yang termahal dan tercanggih semestinya yang terbaik?
Kalau pada tahun 1966 TLDM baru belajar merangkak, maka tidak hairanlah ia membuat kesilapan, tapi kalau tahun demi tahun mengulangi kesilapan sama, kewibawaannya menjadi tanda tanya.

Masaalahnya dengan kita Malaysian ni adalah kita terlebih pandai lagi dari OEM. Semuanya kita nak yang terchanggih, sistem sistem yang dipasang adalah bukan yang di khaskan kepada alat yang diperbuat kepada kapal/ kereta kebal tersebut sehingga OEM pun mengalami masaalah untuk system intergration. Perkara ini berlaku sejak Pembelian Scorpion,Sibma sehinngalah ke PT91M dalam Tentera Darat. Tentera laut ,admin lebih mengetahuilah. Tentera Udara saya tak pasti. Saya rasa kita tidak serious menenai pertahanan negara kita, membeli peralatan yang tidak menasabah kepada harga dan keperluan negara. Yang menyedikan lagi service chief yang ada pun samada terlalu takut bersuara untuk menjaga periuk nasi atau mendapat imbuhan…………tak tahulah. Sedarlah sedikit, dengan jiran terdekat kita diselatan tanah air. Mereka sememangya serious dengan pertahanan negara mereka. Just compare their assets and ours. Where do we stand. Food for thought.

Tuan memandang dari luar, kami menanggung dari dalam. Berapa punya frust menunggu ledakan seawolf jebat n lekiu. Kami juga hairan kenapa tidak diadakan ujian, kalau ditakdirkan perang jebat n lekiu nak sembunyi kat mana? Takkan nak tembak kapal terbang musuh dengan exocet atau lastik.
tldm nak buat apa dengan kapal selam. buat koleksi? Isi kandungan email kawan tuan admin tu memang benar. kalau saya ada alamat tuan, lagi banyak saya boleh cerita tentang kecanggihan yang x cnggih. inilah kelemahan kita. negara jiran ada kapal selam kita pun nak ada juga, dia orang ada frigate kita pun x mau kalah.
cuba tengok youtube tentang jebat tembak target. ramai percaya target tu hancur tapi sebenarnya target tu berada dibelakang. misile meletup sebelum target. pastu keluar dalam akhbar katakan target musnah. porrrah. kita orang atas kapal lagi tau cerita sebenar.

You were one of the crew that brought home KD Rahmat from UK. May I ask the following:
During your stint,
1. How many times did the ship fired her missile?
2. How many fires (kebakaran) did you manage to record?
3. Were the three generators still in good condition.
And tell me more about your experience. Very much appreciate your input.
During my stint, I managed to record three fires - 2 engines and 1 generator. Early 96, we sailed to East Malaysia with one and half gene. The other one was completely BER. And our engineers prayed hard to God hoping that the only reliable generator did not break down otherwise we have to use oars and row back to peninsular like our prehistoric ancestors.
Life was fun though - ERA Chan and Thomas Wong, shipwright Chee, buffer Ibrahim belolok, encik REA Hor, Mat ropol…
And you very well know when there are Chinese, “Table Money” was the order of the day. Luckily Apek Taik was not onboard.

You were one of the crew that brought home KD Rahmat from UK. May I ask the following:
During your stint,
1. How many times did the ship fired her missile?
Once during the missile target firing exercise in UK. LRSM Raja Sham was manning the Sea Cat Aimer at the time. The missile hit the towing target and RMN paid a prize for the towing target and in return, the towing target (plane) propeller was award to KD Rahmat. Most of the gunnery crew took group picture with the propeller. NOTE: According to the “Radio Karat” KD Rahmat/RMN was the second foreign navy to shoot down the towing target while undergoing missile target fire exercise in UK. The system was still new and under warranty.
One week after KD Rahmat arrived at MBJ from UK, I was drafted to KD Malaya to continue my POEM course (I lost my seniority and cannot be promoted as I did not complete the course)
In late 1976 or early 1977 during the KD Rahmat’s sea inspection, I was ordered to be one of the members of the Inspection Team.(I miss the request to see KDM captain for promotion to CPOEM – masa itu CPO ke atas boleh parking kereta dalam FTS compound).
CPOEA Krishnan (M2000) was the electrical chief onboard KD Rahmat at that point of time.
2. How many fires (kebakaran) did you manage to record?
When KD Rahmat was ready to be commissioned in mid 1971, about 25 RMN senior rates and 2 leading hands (advance commissioning/sailing crew were sent to UK) One of the two leading hands was LRRM Chin Woo Foi (Big Chin) and the other was of course me.
After arriving at Glasgow we were put up at YMCA- Glasgow. The next day we reported to the KD Rahmat site office and were told the Rahmat had caught fire at the switchboard room next to the Junior Rate dining hall. We visited KD Rahmat at Greenock and she was in a real mess.
After about one week we were sent back to KDM (a short holiday in Scotland and England) and I continued with my POEM course.
3. Were the three generators still in good condition.
In early Jul 1971 I was pull out of the POEM course and sent to UK to join KD Rahmat again. She was ready for commissioning after the refurbishment from the fire
All the generators were in good condition till we reached MBJ from UK as the generators were still a brand new condition then (good mothballing and preservation procedure were implemented by the Scottish) Banyak susah mau faham Scottish bercakap sebab laurat (slang/accent) mereka banyak pekat dan kita pun pekak.
KD Rahmat was finally commission on 31 Aug 1971(no grand ceremony) and Commodore Thana was present during the commissioning.
The fun had just began – training, work up, exercise and you name it we had it all.
Modification (A&A) addition and alterations were carry out on KD Rahmat and the date to sail back to Malaysia was not known and cannot be finalized.
And tell me more about your experience. Very much appreciate your input.

First port of call was Canary Island (La Palmas) off the coast of Morocco under Spain administration. Banyak crew member mau tengok bull fight. Ada crew mau fight dengan Babito.

Next stop Lagos –Nigeria. (Satu malan WE Mess ada majlis party di atas helideck - banyak dogol Nigerian came onboard as Guest.
Lepas Lagos berhenti beberapa hari di Angola (Portuguese Colony bukan Croni) and the direct to Mozambique (berhenti anbil ayer dan minyak.
Singgah di Mahe (Syeshell Island)
At Mahe the bearing of one of the motor break down maybe steering motor and the spare bearing cannot be located. Arrangement was made to get the bearing from UK. after a few day Mat Tengkorak and PO Ismail Jepun found the spare bearing onboard and repair was made to the motor and KD Rahmat was on her way home to Malaysia again.
While Rahmat was alongside Mahe Jetty, a local fishing boat berthed at the stern of Rahmat caught fire. The Rahmat was called to assist to put out the fire. The Rahmat firefighter rushed to the scene and boarded the fishing boat and then Rahmat’s muslim firefighter quickly run out of the fishing boat as the pig onboard the fishing boat was on the loose. Rahmat non muslim fire fighter move in to fight the fire and later had fresh roasted poke.
The Rahmat rendering in the firefighting of the fishing boat was highlighted in the local newspaper.
After Mahe then proceed to Ceylon – had a few day stopover before sailing to Port Kelang.
At Port Kelang a welcoming ceremony was held and The Prime minister then, the late Tun Abdul Razak inspected the Guard of Honour commanded by temporary Lt Cdr Mohd Zain Jamal (SD) the Prime Minister did not say a word or mentioned anything to the Ship Company.
I guessed he must be frustrated as the Country had bought a heap of metal from UK.

THE COUNTRY HAD BOUGHT A HEAP OF METAL FROM UK.
You mentioned about the SEACAT hitting the target in UK similar to KD Hang Jebat smashing the drone in British waters. The sad part is, why SEACAT of KD Rahmat and SEAWOLF of KD Hang Jebat could not repeat the success in Malaysian waters?
I was standing beside RTM crew during the filming of Rahmat ‘one and only’ launch of SEACAT in the South China Sea. Mat Ropol was at the director with the orang putih engineer. The two missiles launched refused to be guided, and miles off target. Encik Rahim REA jokingly said, “Bertambah Botak kepala Husin Onn memikirkan duit terbang begitu sahaja”.

What about sharing your frustrations pertaining to Scorpion, Sibma, PT91M and others. Did they failed like the assets of TLDM?

I am sure RMAF is not the jewel of the crown either. You must have experienced what the army and the navy have in common.

X KD Rahmat, I like your comments ‘I guessed he must be frustrated as the Country had bought a heap of metal from UK.’ What an interesting episode that lies under the surface of the purchase of KD RAHMAT. Incidently I also joined the navy about the same time as you. I think we know each other .
Mr Admin, I would not discuss about the purchase of Sibmas, Scorpions and of late the PT 91M here because there so much to be said. I was a user of those vehicles. Like I said we are champion at changing specifications sometimes overuling the OEMs, so much so the OEM experienced difficulty in the system integration. Yes I think I knew you too, you left the navy and joined the Army as you had mention that you were a user of Sibmas, Scorpions and of late the PT 91M.
In your other feedback to the the Utuh Paloi web, you did mentioned about KD Tanjung Merang - is that correct. The EM onboard KD tanjong Merang at that time was ABEM Victor Nanu
Funny enough most of the Naval Personnel had Nickname, e.g. Mat Besi, Mat Kepala Batu, Ismail Tengkorak, Black Joe and etc.
I can remember them well through their nickname.
Regards to Mr. Admin and all readers of “Utuh Paloi” and I would really appreciated if I can hear and read stories from the Army and of course the “Air Force (RMAF/TUDM) like the “Hunger Strike” and “Relax Goon”

X KD Rahmat. You are right. Victor Nanu was the EM on board and his good friend was ME Woon Ah Kiat who spoke good Indian. The COXN was CPO Kamarudin Suggest and POME was POME Mansor and LRSM Hamid was the Buffer. The CO was LT Thiruchandran and XO was S/LT Loke Kok Cheong. Together we made good bunch. Oh, those good old days…..There are also hard times when the ship goes up the slipway at Guan Bee Slipway where we have to look for our own food. Thats where we bond our friendship. Anyway I hope we can meet some day some time together with Mr Admin and few other friends. Salam

Ada benar dan ada yg kurang tepat kerana genera n admiral pun kena ada perancangan untuk bersara atau retirement plan, mereka pun bukan angguk kosong. Setakat duit pencen berapa sangat boleh dapat? Fikir2kanlah.

SINGAPORE: The Malaysian Armed Forces (MAF) will be acquiring three Multi-Role Support Ships (MRSS) worth RM2.2bil to provide faster humanitarian and disaster relief.
Defence Minister Datuk Seri Ahmad Zahid Hamidi said the MRSS would be a floating support system that would carry food, medical supplies, clothing supplies and utilities to areas affected by disasters.
“The vessel would also have a helicopter pad which would enable flexibility in the deployment of disaster relief supplies to affected areas.
“This way, we will be able to approach disaster stricken areas by berthing the vessel at a port or flying relief supplies to the areas from a nearby anchorage position,” he said.
He was speaking to pressmen after delivering a speech to delegates during the International Institute for Strategic Studies (IISS) Asia Security Summit held at the Shangri-La hotel here.
Ahmad Zahid also added that, currently, five ship builders have been accepted from several countries in Europe and Asia for the building of one of the three MRSS.
“The first MRSS will be built in a foreign country while the other two will be built locally,” he said.
He added that several Malaysian experts would also be sent to the chosen country to acquire the knowledge on the construction of the ships.
“These experts will then return to Malaysia and start the building of the remaining two ships there,” he said.
He also commented that the MAF would be conducting humanitarian and disaster relief training focused on civilian protection.
“The training sessions would either be conducted at the MAF peacekeeping training centre or we may set up a dedicated centre specialising in such training,” he said.
